FAQ: New legislation regarding degree programs

Indiana University is taking steps to comply with Indiana Code 21-18-9-10.5, which the Indiana General Assembly amended in the 2025-27 state budget.

The new law requires that state educational institutions request approval from the Indiana Commission for Higher Education to continue programs that graduate fewer students than statutory thresholds. If institutions do not to request approval to continue those programs, they must be addressed in one of the following ways:

  • Merge with other programs to create a new degree program. 
  • Merge with a preexisting program. 
  • Conduct a “teach-out,” allowing current students to finish their degrees before the program is eliminated. 
  • Eliminate the program if it does not have any currently enrolled students.

What does this mean for me?

The changes that are implemented under HB 1001 will not take effect until academic year 2026-27. There will be no impact on current undergraduate students and incoming fall of 2025 students. Any student with questions or concerns about a specific degree program should contact their academic advisor, program director or department.
